Yes, it could. The EKG_phone.pdf file inludes a graph that shows a run where, for the first two seconds, a nearby cell phone was doing its periodic "hand shake" with the network. At the two second mark, the EKG trace returned to normal. The interference from the cell phone could also be heard on the radio speakers.
